Proposal to levy ST on photos flayed

MANDI, July 10: The proposal of the Himachal Pradesh government to levy sales tax on photographs was illegal and unjust, Birbal Sharma, organising secretary, Northern Indian Photographic Society, has said.Addressing mediapersons here today, Sharma said the proposal of the BJP-HVC government to levy the tax was also violative of the decision of the SCof India which had held that taking a photograph, preparing its negative and development of positive prints by the photographer was the outcome of ``skill and labour'' and not a sale of transaction.Sharma said that sales tax was already being paid by photographers all over the state on the material used in the above processes. Levying tax on photographs again amounted to double taxation, he added. Jitender Kumar and Balwinder Malhotra, president and general secretary respectively of the Mandi District Photographers Association, in a joint statement, have also condemned the proposal. Sharma urged the CM, who is also the state finance minister, to reconsider the decision to levy sales tax failing which the photographers association would have to resort to agitation.
